This guy I suspect works for taalibaaan

They ring several times a day (during business hours) and continue to hang up once the call is answered.

I suspect it is somebody working in a call centre trying to get their outgoing call "quota" up for the day, so they get paid more etc - but I hope that they soon get busted doing the wrong thing and get the sack !
